Thanks for the link and the post. I will have to digest it later. Right now I just cannot get beyond the disturbing notion that now the southern hemisphere will become a nuclear target. At one time you could to a small degree escape nuclear madness by moving to the rainshadow of a tall mountain in the southern hemisphere. In the 60's who would bother to nuke South America? The wind currents at the equator slow down nuclear fallout. Now all regions in the world look to become nuclear targets. Just what we needed.

Do you know of any massive military build up that did not end in massive war? Sadly I think economics and human nature demand it.
