Nothing in life is certain.

But it is 99% certain that the Cheney regime deliberately allowed the 9/11 attacks, in terms of the planes hitting the buildings to succeed: and also 99% certain that they colluded to allow an attack which would have caused minor damage to turn into the collapse of the WTC.
A simple plane hit may not have engendered sufficient public support for an invasion of Iraq.
The collapse sealed it.

Marvin Bush was security head and Larry had insured the buildings for more than they were worth (you have to take into account the asbestos in the building ruling out an economic demolition by normal means).
