I doubt that it is a big programming problem. I'm not a programmer, but I did spend the night at a Holiday Inn - and I have taken some programming courses. I just can't imagine it's a big problem to do. There is a code routine that simply denies or allows the graphic based upon whether you have said you want graphics or not. Also, since it knows if you want siggies or not, it seems a simple proposition to insert the code routine for graphics based on the siggies.
I like seeing siggies, I just hate seeing siggy graphics. And, I can't turn the graphics off because I like seeing charts. So, at least for me, it's a compromise that I wish I didn't have to make.
