My broker is Scottrade not Ameritrade (should have said that in my original post, oh well). I just got off the phone with them. HTRE is not on any SEC list but is on Scottrade's restricted list due to unusual volatility, which signals a potential, in their eyes, of a pump and dump scheme. To protect their customers, and to help limit pump and dump activity, they put the stock onto their restricted list, forcing the customer to call to place trades. They will handle any and all trades at the Internet rate.
