Basically it is a tactic to keep your broker on the up and up and any MM aware that the broker is engaged with that the potential for any naked shorting of Hemi may not be the best approach with the Hemi stock.

I actually did this type of technique a couple of months ago when I transferred a specific amount of Hemi shares to a friends account. My broker did provided me an actual statement (not the typical month statement) regarding the actual physical number of Hemi shares that were being held in my account.
