You may be correct. It is just that the language in these PRs is usually not precise, or to be taken literally. Did they really send money before signing, or they were going to do it if ........, or it will be sent when.........., etc. I have read so many OTC PRs that sound like something is a fait accompli, when they are not. But we should find out soon.
