My impression is that credibility is so low that it might take years and a series of substantial cash dividends to get a fair rating. One cash dividend may not be enough - it may be explained by the convertible debenture. The company itself is largely responsible for this absence of credibility. Right now one reason is that it has not followed up its commitment to publish production numbers regularly. The situation being what it is a buy-out at about 60 cents may be the best alternative all things considered.
