So, in other words, it is your opinion that the OSC investigators were not smart enough to enter the premises of the business under investigation, walk to the person in charge and say:

"We would like to examine your corporate minutes and stock records please".

Then having failed that, you then also believe that even if they were to have handled these records, they were too dim to read the printers name off of the certificate, and then such complete slackers that they couldn't contact them for pertinent information.

Lucky for them you arrived with Kojack to set them right.

Doesn't sound like Ontario is very well protected then, does it?
