Yes, whipped up by the environmental movement claiming that it would decimate subsistence farmers who depend on reserving some fo their crop for next year's seeds. This was a complete fabrication as subsistence farmers would not have been able to afford the seed in the first place.
I'll note that one of the co-founders of Greenpeace separated from his group over this (and other) issues. He's since been highly critical of that organization's stance.
