Why would "law-abiding" citizens be "discouraged" from buying guns?

Any law or regulation regarding the legal sale of guns discourages law-abiding citizens from going through with the purchase. Paperwork, fees, etc.

Oh yeah, we all surely know how the paperwork, fees, documentation and standing in line discourages people from buying and registering cars.

As if that weren't a lame enough argument in and of itself, why should they be ENcouraged to buy guys anyway? I don't particularly wish to encourage anyone to buy guns.
