Sounds like the education system in the U.S. versus the other industrialized nations. Ours is the most expensive, and our students test lower than many of these other countries.
Don't know anything about the life expectancy differences between the US and the rest of the world. But I do know that the educational differences that are trumpetted in the rest of the world are not what they sound like.
E.g. it is often said that the US students in high school do more poorly than in other countries - but in other countries a lot of the less-well-testing students are shuttled off to trade schools before 11th grade.
Similar statistical nuances are evident in infant mortality figures where the US counts as a live birth any child born with a heart beat whereas in the rest of the world the child has to have already made it 24 hours before being counted as a live birth.
In addition to being the least well educated we are also most prone to self flagellation.
