"With the economic damage resulting from the violence in Palestine, improving relations with Iraq is more crucial than ever to the Jordanian economy. Iraq accounted for over a fifth of Jordan’s exports in 1999. The Jordanian government is moving ahead with a pipeline project to bring Iraqi oil to the Jordan Petroleum Refining Company’s Zarqa refinery, and it has invited IOC to hold commercial negotiations for constructing the US$120 million Iraq-Jordan crude oil pipeline. IOC along with Stroitransgaz (STG) of Russia is at the top of the Jordanian government’s shortlist for building this pipeline. Similar initiatives with Syria are improving Jordan’s relationship with its neighbour to the north."

Of course can only speculate here. Stroytransgaz with fingerprints in Jordan and Syria.
