Let me understand this now. The money they were supposed to be making actually went to somebody else and they never saw the income they stated but didn't notice wasn't there. And they thought something was wrong in Novermber but didn't bother to do anything whatsoever about it, or to communicate with their shareholders, for five months, until forced to by the government. But somehow they were careful to say the deceptive "fullfilling a government contract" but not "have a government contract." Is that the tale?
