well, my guess would be ....

When you convert into Certs and DELIVER the certs, (as per PR).

BUT, that's just a guess.

I don't know or haven't heard if any of the stuff on the PR is OFFICIAL COMPANY POLICY, as of yet.

maybe just smoke and mirrors.
