That is to protect the company. If the company is hevily shorted and you hold 66 % of the Total A/S. That would be added insurance from short shares taking Control of the Company. The O/S is 700 mil and the float is 200 million or maybe less. But the 2 Billion in reserve makes sure that no short shares can control the Company.
