I was researching a small Chinese wireless carrier company awhile back and remember one of the big deals was that you needed to be hooked in with one of the big Chinese telecom companies. Land lines are not viable in China. The Chinese government will certainly force certain directions/alliances on the industry, but they won't force outdated technologies.
Buzz, focusing on China is a great move. If they can capitalize on their connections and existing arrangements, they can establish a "secure" position and be one up on a lot of the competition.

The initial stock issued on take over remains restricted.
That there has been 1 only person authorized to issue stock.
