They can start and finish the road project and still dick the dog on project financing. They have the money for that part. That road project has nothing to do with their success or failure on securing the rest of the money they need. Its just on the list of shit to do at the moment. They are building quite a nice monument to failure if they dont get this FS and binding contract done.

And yes before anyone says it, they will spend the money to do the road just like they expect to be successful with the rest of the financing even if they dont pull it off. They will build the entire portal and put a pretty bow on it like nothing is wrong. And if they dont pull it off, there it will sit all nice and new with no money to build anything underneath it. Imminent.
