Fidelity is the only broker that does not allow pre and post market trading - at least I haven't found it. They also put stupid restrictions on how many shares can be purchased - no reason just like rolling dice to see if they will let me buy what and how much I want of valid tickers. Almost as bad as Chuckie Schwab and his BS which is extremely frustrating when he lets you buy different stocks and once you own them and want to add all of a sudden it "Place order with broker at 1800-we-suck" I get that message on about 40% of holdings - many of which are current Nasdaq stocks with not halts other than Chuckles doesn't believe in allowing trades for whatever bizarro reason which he refused to publicize.
