Maybe the Philippine tech can get it out of a jam. Like if the Waymo thinks it ran into something, it can ask to phone a friend. That Philippine friend can then confirm wether the Waymo is hallucinating or not and give it orders to stay put or high tail it out of there.

Park in the bottom of a pond or river if need be. That sort of thing.
