You fail to realize Ackman is a hedge fund manager who was going to run Pershing Square in here and with the large buy position, influence a price increase and then bail. That's what they do. However, Ackman was quickly shot down and has been trying anything to get the price up for 12 years so he can bail. He and his plan has been as successful as shareholders' efforts to do the same. 200M shares or 100 shares.....doesn't seem to make a difference.
The government, in its mind, owns Fannie and Freddie, and that's all one needs to know. Being made whole has become a pipe dream.
