So there is a MASTER PLAN. Questions that arise are:
-did they SOLICIT BIDS for the different phases, stages or individual projects?

For afterall, someone is going to have to do the work, get the people, resources.

Any word on that 'phase' beyond the 'plan' and actually starting to spend money??
