I don't think that the Judge had the power to reinstate them under the current law. In her ruling she argued as much, basically stating that it is within the president's power, but it shouldn't be.

That's why she invoked watergate, basically saying that back then, there was still a hint of integrity within the executive branch.

Nixon resigned before all that would be litigated or brought up during impeachment and congress never addressed it after that because they never thought we'd have a wannabe dictator and a spineless congressional majority that wants to join in on the march to Authoritarianism.

Her hands were tied but she did sound the warning.
