It's fluff to entice otc investors to make them think that they have the ability to sell enough of those cigars to be net positive. And they'll probably take out more dilutable loans (aka institutional investors) and rinse and repeat. It's a joke. 
None of this would matter if they had a sales force to go and sell some damn cigars. Y'all should just call them up and ask them if they'll pay you to sell them and be salesmen.
