The claim is that those people have been hearing from military people who are concerned about Venezuelan actions, NG deployments. There has been judicial and Congressional pushback on both, which may encourage military member's to express concerns.

AND, it's not as if Trump is known to be a law abiding president, much less one who knows about military law.
