The old bureaucratic circle jerk. We can't proceed until they proceed but we've also already somewhat started so when they change it we get to start the whole thing over again. Why do a draft when 1) Delfin thinks the EPA permit may be irrelevant, and 2) why are you making a draft when you know the information provided is likely going to change? Good thing this permit is 100% irrelevant when it comes to ship building in SK.
