I think this is another example of Mark crossing the line from positive spin to deliberate deception. He recently said that a decision from exim was possible in as soon as 2 months, but Jim says the fs won't be complete until 2nd quarter next year and that the exim needs to see it first. Jim says that Congress must review the decision for 35 days first, that does not jibe at all with a 2-month timeline.
