I think the current political environment ( in the US) is against clean energy. This makes using the DOE backed loan a huge risk ( backing could be pulled at any time, possibly sending the company into bankruptcy). A lot of Plugs business is international, with more willing leadership for clean energy.

I think your assessment is essentially correct.
