I think he's referring to MMs selling fake shares as part of a short sale.
And then those short shares are never covered which is technically illegal.
MMs somehow can get away with this activity.
Those fake shares are like dilution since it does increase the number of outstanding shares.
At least that is my understanding based on previous posts by Adjustedtosteep.
