Continuation of the conservatorship before, during and after the 5% stake sale is not an issue and is likely in my opinion.
The Government are not going to give up total control for selling off such as small percentage of the company. However, as part of the sale they would have to give clarity on the path for release. And to get the max price it would have to be not too distant in the future. I think the sale could be to the legacy stockholder's advantage as it finally forces the Government to answer the question WHEN. As Calabria used to say it may not be a date certain but "event driven" and that's OK as we are all getting tired of these lines in the sand.
