They'll need to open a geriatric prison with a stock of depends for these people being indicted. It would be far nicer if they were just kicked out of the country, excommunicated. It would save taxpayers a fortune and get rid of their memory much faster. Ship them off to a country of their chosing right after you fine them for their breaking the law. Leave them with enough for a one way plane ticket.
