I can think of 3 situations:

1. Ross has a unique outlook where "deal concluded" means something very different to him than "deal closed".
2. Ross is a liar: he allowed himself to be quoted saying the acquisition was complete when he knew it was not actually complete
3. Tony is a liar; he fabricated this quote from Ross

Option 3 seems the most likely, given Tony's documented habit of lying in other filings & press releases.

Option 2 seems plausible too, if Ross believed that lying in a press release was necessary to trick investors into giving Tony more money to complete the payoff.

He was looking to get the deal closed, but that obviously didn’t happen, nor could it until APRU had it’s corporate mess cleaned up.
