i believe the sovereign wealth fund is the idea here; i think the government is just doing a sliver equity offering mark to market; to try and juice the valuation and collect dividends from its equity position; not sure they'll ever sell it off entirely but to get it into the S and p 500; i think they have to sell 50%.
