Important Points to remember:
1) The stocks already trade. So already registered with SEC. Everyone keeps calling it an IPO...its really a secondary offering of shares.
2) Is there a quiet period for relisting? If the company makes a statement it plans to offer secondary shares publicly..which they have. And they seek proposals from potential underwriters..which they have. Then the quiet period is really "source selection" since the GSEs are government controlled and the government is contracting out the underwriting process. The quiet period we are in is not SEC declarations or an earnings announcement. It is contracting quiet period. Which is 45 days during which will announce the winner of the secondary share offering underwriting process. Which could be announced at the end of September or early October. If Lutnick is saying we could have IPO this year..he is basically saying the request for proposals from Vendors had that written into the language. So the underwriters are coming in with proposals to meet that expectation.
