remember fhfa under conservatorship has a wide latitude even to make structural changes. so pulte/potus/bessent can do anything as long as under c ship. imo that is why potus wants it under conservatorship to keep it tweaking as he wants and parakeet and his stooges, pochohntas, carnivorous, zundu, demco, mba lobby can keep squirming.
