President Lula has unveiled a new national policy on strategic minerals, framing it as a matter of national sovereignty.

The core idea: no more exporting raw ore without adding value in Brazil — a bid to avoid the historic trap of selling resources cheap and buying back finished products at a premium.

The timing is striking. A 50% U.S. tariff on Brazilian imports is now in force, tied to political tensions over the Bolsonaro investigation. This puts Brazil’s miners in a tight spot — but also gives Brasília leverage to:
• Pivot trade flows toward new premium buyers.
• Accelerate domestic processing capacity.
• Map and monetize untapped mineral wealth via a new national council on mineral materials.

Brazil’s mineral endowment is vast — from rare earths to battery metals. If Lula’s government can align policy, infrastructure, and investment, the country could become a kingmaker in the global energy transition.
