I really like your analysis of the market manipulation and proposed remedy. It seems plausible to me.
To paraphrase what I think you were saying: Assuming whales hang onto their shares until Nasdaq, that could introduce a degree of tightness to the float. When the company's revenue becomes significant and sustainable, allocating some of its income to a stock buyback program could further tighten the float, making it difficult for future bear raids. With company success, demand from legitimate investors would increase on a tight float driving up PPS on a consistent basis.
