There is not going to be a merger of the two companies through a holding company. Each company was created by a separate act of Congress to provide competition. Merging these companies is completely illegal, unless congress gets involved and writes new legislation to amend the existing statutes. So lets stop entertaining Bill Ackmans wet dreams. Everything that snake has proposed is currently illegal by the plain language of the current laws. That includes the warrants for free. And paying dividends to Treasury under the SPS LP for undercapitalized companies. That doesnt mean they wont do it. But it is not a very efficient way to end the conservatorship. Lots of potential legal roadblocks, given the current district courts judicial opposition to everything this administration wants to do.
