It has to do with the gov maximizing its value in a restructuring— spspa conversion and warrants exercised. Commons have no upside in that scenario imho.

Warrants will be exercised. Common lack dilution protection against SPSPA being converted.. Common thus have no security. Preferred will be made whole.
