I'm not privy to the actual data, ie how many of those sells are actual buyers or simply MMs intra day shorting but from what I can deduce they are doing exactly what you said.

Depress the PPS to trigger selling and then run it up to entice and trap buyers before taking the PPS even lower....rinse repeat recycle.

Any buyers they trap at higher prices just made them a profit......its basic Economics, buy low, sell high.

That is my interpretation of what I'm seeing on L2.
