I believe the delay is due to WMB's debt. The FDIC, as the receiver of the Bank, was reponsible for paying WMB;s debt. That is the reason JPMC made a "payment" of $1.88 B. "Payment" doesn't mean "Paid". Payment is a "noun" and "Paid" is a "verb." I may have lost a little when it comes to my math skills. But my reading comprehension; is pretty good.
