To call off the shelter in place so quickly is suspect to me unless they know for certain.

I think they knew for hours. Or maybe some knew and others didn't, and there was a miscommunication. I think it's a bit weird that they see to have been saying they thought they were under fire at a time when they'd already found that body.

It'll be interesting to see a timeline. If we do.
