Is there some reason this stock just cannot evolve in something approaching a normal way?

Someone over the past few months has been getting shares at $0.10/ share, and now, with no news I can find, it's at 2.90/share on a ridiculously tiny float with no volume but for few hundred changing hands.
This is just so weird ..... Which is one of the reasons I've been tracking it for years .

What is this ? A stock cryptid?
