The Budapest Memorandum was a series of political agreements signed in 1994 by Ukraine, Russia, the United Kingdom, and the United States. In exchange for Ukraine giving up its nuclear weapons, these countries pledged to respect Ukraine's independence, sovereignty, and existing borders.
