Seriously, which planet do you live on where increasing the issued share capital from 12,000 ordinary shares to 5 billion is just putting a few out there ?
Read the Edgar filing that the company itself made below at the end of Feb which sets out the CEO's plan for the CEO's family office to dump up to 5 billion shares (assuming buyers can be found )  
This is certainly more than just putting a few shares out there as you suggest
