No, it’s just that your and some others’ reading comprehension (including whoever writes what passes for VPLM’s somewhat sporadic public communications) seems to be inadequate.

In order to simplify this, let me spell it out clearly:

A request issued to a Defendant’s lawyer for a Waiver of Service is not the same as serving the Defendant.

The clue should be in the words Request, Waiver (https://www.merriam-webster.com/dictionary/waiver) and Service. I’m hoping the word “of” is already familiar to you.
