It's a Buy when you pay the ask, as it shows you are willing to pay up. It is considered a sell when the Bid gets hit, as the Seller just wants to get rid of it.

Yes, someone had to buy it, but if bid is hit it shows weakness. And as the Bid is hit more and more, it goes to next lower bid.
