However it seems to me that OTCMarkets may be in a transition period between Pink Current and OTCID designations. So perhaps they are not upgrading VMST to Pink Current until they file the "annual Management Certification or 12g3-2(b) Certification", even though this is NOT currently required for Pink Current, only for OTCID. Seems a bit arbitrary to me, but that is all I can come up with to answer your original question.

By the way, if you look at the 12g3-2(b) Certification form it is a simple one-page document with just 3 questions that need to be answered "Yes" or "No".
