It makes very little sense on why anyone would put their shares up for sale when the ask is at 680 million. It could be JB or Benz putting up that much for sale in hopes to pawn as many shares as they could. But the wise people only put up a little at a time on the ask to have the illusion that the ask is thin in hopes to make buyers feel that time is of the essence to buy before that price goes up. Apparently the ask size is not being create from skilled traders or the professionals.
