Quebec is the ultimate FreeRider. Protecting Quebec was Trudeau's ultimate goal even if he screwed the Western Provinces. The Canadian Auto industry had a comparative advantage that Trump took away with the 25% tariff - parts are not subject to the Tariff so he is being measured in trying to get assembly jobs back to the US. Trump is not going to allow the Mexican auto industry to get established because the Chinese could build plants there and destroy the US Auto Industry.
