It's very tough to assess this fundamentally, which is where the discussion is going, rather than technically as you asked.

MSFT stock has already been hit because of the monopolistic practices stuff. It could be all built in, even the EU stuff. But what is it that can bring the stock back into strong favor again? Their new OS is pushed off to 2006. I don't personally know the company well enough to know what they might have in their pipeline that could bring in huge new revenue -- the stuff that is there already is relatively saturated, but still the leader in its category. Mainly that's Office and Windows. They do well. But I am thinking they need something new to add a little life, bring some attention to them. Alternatively, the great population of investors could figure all the bad stuff is already built into the stock price, they do have the marketshare on Windows and Office, almost every PC sold brings them money for Windows, and they have the money behind them, they can pay off the EU with billions and still have lots of billions, so maybe this is the time to position.
